If you wanted to rip a few seconds from a DVD for the purpose and making an animated GIF, what method would you use?

Can’t say. I don’t have experience with that. I only have intellectual knowledge of how one would do screen capture for a game - don’t know if anything like FRAPS would work for screen capture off a playing DVD, but that would be one way without ripping the DVD tracks.
I do know that if the scene in question is on YouTube, there exist numerous tools online for doing that from a YouTube video.
